The Opportunity

Established in 1964, Insurance Bureau of Canada (IBC) is the national industry association representing Canada’s private home, auto and business insurers. Its member companies represent 90% of the Canadian property and casualty (P&C) insurance market. IBC works on a number of fronts to increase public understanding of home, auto and business insurance.

As one of the most credible trade associations in Canada and representing an industry that plays a critical role in Canada’s economy, IBC is increasingly called upon for input into public policy issues in areas as diverse as auto insurance policy, climate policy as it relates to resiliency, natural catastrophes, regulation, innovation (automated vehicles, cyber security, cannabis, etc) and insurance crime. In addition, IBC is expected to provide its members with analysis of industry results and to leverage industry data to create value-added products and services for its members.

The greater the ability of the organization to proactively develop sound policy related to these complex issues – and the greater its ability to position itself on the leading edge of data analytics – the greater its ability will be to help create the business climate necessary for its members’ success.

With this goal in mind, the organization is looking for an experienced Vice-President, Policy. Reporting to the President and CEO, and as a key member of the senior management team, the Vice-President, Policy, will perform a critical role at IBC and will oversee its three primary policy work streams:

  • Auto insurance and innovation policy
  • Regulatory and financial policy
  • Climate and adaptation policy

The primary role of the Vice-President, Policy, will be to build a strong policy platform that forms the foundation for the organization’s advocacy work. The Vice-President, Policy, will also define and build the required capabilities for a best-in-class research and policy organization. The work will not only help shape the future of the IBC, but of the industry as a whole.

This role requires an individual who is prepared to be measured against the following specific accountabilities:

  • In consultation with the senior leadership team and other key stakeholders, develop a robust policy agenda that advances the industry’s priorities and objectives in both the short and long terms.
  • In partnership with IBC’s regional government relations teams, develop and implement creative and effective strategies and tactics to promote IBC’s policy agenda with key audiences, including policymakers and opinion leaders.
  • Track and analyze current data and policy progress and provide strategic guidance, as well as monitor legislative activity and strategize interventions to influence legislation toward a desired outcome.
  • Find new and innovative ways to leverage industry data to refine IBC’s policy products and enhance its government relations activities.
  • Partner with regional teams to ensure consistency of policy positioning on a national basis.
  • Craft and present submissions on behalf of the organization to various external constituencies.
  • Develop and present policy submissions to IBC’s Board of Directors. Keep the Board and membership apprised of IBC’s progress and results related to IBC’s key policy priorities and files.
  • Develop and lead a high-performance team of research and policy experts. Motivate and inspire staff to meet organizational objectives.
  • Identify, research and monitor key issues that might affect the industry’s image or operating climate, and communicate the industry’s views through the preparation of written policy papers, speeches, briefs and opinion pieces.
  • As the policy expert for the organization, build and leverage a personal reputation to become recognized and sought after as a subject matter expert on insurance policy. Speak at public events and serve as a media spokesperson, where appropriate, to advance IBC’s files.
  • Forge and strengthen collaborative relationships with other national and international associations, influencers and community groups that also work in the public policy arena and share IBC’s views on key issues.

The Candidate

The ideal candidate will possess the following skills, knowledge, and attributes:

  • A public policy professional with 15 or more years of experience in the development and implementation of comprehensive policy strategies and programs dealing with complex and wide-ranging issues.
  • Recognized leader in the policy field who possesses solid business acumen and is experienced in successfully leading policy teams with an excellent track record of getting results.
  • Ability to create and articulate a vision, and develop and execute supportive strategies and plans for both short- and long- term development.
  • Excellent verbal and written communication and public speaking/presentation skills
  • Ability to tailor communications so that complex messages are conveyed clearly and with impact.
  • Experienced in presenting to senior leadership, including boards of directors.
  • Well-honed relationship-building skills: comfortable dealing with senior executives and government officials, credible and personable, and self-confident while knowing how to operate with diplomacy.
  • Superior analytical skills and judgment with an eye out for new opportunities, and employs good judgment and rigor before making recommendations.
  • Well-developed influencing and listening skills: understands the appropriate use of tact when dealing with conflicting points of view.
  • Outstanding organizational skills combined with the ability to set priorities, manage budgets and meet deadlines.
  • Demonstrated success in the coaching, development and overall leadership of a well-aligned team and intrinsic collaborative approach: we all win or lose together.
  • Team player with a big-picture perspective, including the ability to see how all of the pieces fit together and contribute to the achievement of broader organizational objectives.
  • Strong personal integrity and work ethic: takes responsibility and likes to be held accountable for results.
  • Strong academic background. An advanced degree is preferred.
  • Experience working with P&C insurance industry issues would be an asset, but is not a requirement.
