Located in downtown Toronto and reporting to the Vice-President, Policy Development, the Insurance Bureau of Canada (IBC) seeks a confident and dynamic individual with proven leadership to become a member of the Policy team.
An individual with government and private sector experience, you understand public policy development at the federal and provincial levels. You are familiar with government decision-making processes, particularly as they apply to the property and casualty insurance industry. You are a skilled people manager and are recognized for your policy expertise, your organizational prowess and your ability to communicate in a clear and forceful manner.


A member-driven organization, IBC is the voice for Canada’s P&C insurers. The Director, Catastrophic Risk and Climate Policy will bring together public policy efforts on natural catastrophes, including flood, earthquake and climate change, among others. IBC is increasingly called upon by members and governments to demonstrate leadership on public policy issues that affect the financial sector, the P&C industry and Canadians from coast to coast to coast.
The Director has the key objective of continuing to develop a strong policy platform from which the organization will leverage its advocacy work. The work will help shape the future of the industry’s approach to key climate and catastrophic risk objectives. This important initiative requires an individual who is prepared to be measured against the following specific accountabilities:

Responsibilites / Duties

  • Craft a research program, primary and secondary, using quantitative and qualitative research methods, that advances the industry’s public policy goals and strategic objectives;
  • Lead a high-performance team of researchers and policy experts;
  • Motivate and inspire staff to meet IBC member objectives;
  • Liaise with legislators, regulators and industry stakeholders on a range of public policy issues;
  • Be available to speak at public events and serve as a media spokesperson;
  • Communicate the industry’s views through the preparation of written policy papers, speeches, briefs and opinion pieces;
  • Craft submissions on behalf of the organization to various external constituencies;
  • Working with IBC’s Communications, Legal and Government Relation’s teams, develop and implement creative, effective strategies and tactics to promote the policy agenda with key audiences, including policy makers and opinion leaders;
  • Track and analyze industry data, monitor policy progress and provide strategic guidance;
  • Partner with regional Government Relations teams to ensure consistency of policy positioning on a national basis;
  • Forge and strengthen collaborative relationships with other associations, influencers and community groups that work in the relevant policy arena.

The Candidate

The ideal candidate will possess the following skills, knowledge, attributes and dispositions:

  • A recognized policy expert or economist with 8+ years of progressively responsible experience in the development and implementation of comprehensive policy strategies and programs dealing with complex and wide-ranging issues;
  • Demonstrated success in the coaching, development and overall leadership of a well-aligned team;
  • Understanding of quantitative and qualitative research methods;
  • Strong analytical abilities. You are a clear and concise writer and an articulate and forceful speaker;
  • You attend to micro details and hold yourself to a high standard of work;
  • Strong academic background; advanced degree is absolutely preferred;
  • Well-developed influencing and listening skills. You understand the appropriate use of tact and diplomacy when dealing with conflicting points of view;
  • Ability to create and articulate a vision, and develop and execute supportive strategies for both the short and long term development. Solid business acumen;
  • Ability to develop work plans, manage budgets and meet strict deadlines;
  • Team player with a big-picture perspective. The ability to see how all of the pieces fit together and contribute to the achievement of broader organizational objectives;
  • Strong personal integrity and work ethic; takes responsibility and likes to be held accountable for result.
  • Experience working with the issues surrounding the P&C insurance industry would be an asset, but is not a requirement.
