Facility Association’s mission is to administer the automobile insurance residual markets, enhance market stability, and guarantee the availability of automobile insurance to those eligible to obtain it.

​​​​​​​​We strive to keep the market share of the residual markets as small as possible, so consumers may benefit from the competitive marketplace to the greatest extent possible.

Facility Association’s vision is to be recognized and relied upon as a highly efficient and effective administrator of automobile insurance residual markets, whose objective opinion on residual markets and related issues is respected and sought by stakeholders.

Background

Facility Association is an entity established by the automobile insurance industry to ensure that automobile insurance is available to all owners and licensed drivers of motor vehicles where such owners or drivers are unable to obtain automobile insurance from an individual insurance company in the competitive market. Facility Association is funded by the compulsory membership of all automobile insurers in all of the provinces or territories Facility Association serves.

Facility Association does not issue insurance policies, but works with specific insurance companies to serve the following provinces and territories: 

  • Alberta
  • New Brunswick
  • Newfoundland and Labrador
  • Northwest Territories
  • Nova Scotia
  • Nunavut
  • Ontario
  • Prince Edward Island
  • Yukon  

Facility Association does not operate in the following four provinces, where other mechanisms exist to address the residual market:

  • British Columbia
  • Manitoba
  • Saskatchewan
  • Quebec

The vast majority of owners and drivers are insured through the competitive marketplace. However, different insurance companies have different appetites for risk so you might have difficulty obtaining insurance, usually for the following types of reasons:

  • You have a poor driving record or no driving record at all
  • Your claims history
  • The type of vehicle that that you own and/or drive
  • How you use your vehicle
  • You have a history of payment problems
  • A combination of the above.

​Because of the types of risks typically insured through Facility Association, premiums are generally higher than in the competitive marketplace. Therefore, if you are currently insured through Facility Association, you should continue to shop around for your insurance. Talk to your insurance representative about how you can potentially pay less for car insurance.
