Privacy Terminology

​Terminology

The description of the terms below pertains to the Privacy Consent / Notice sections in the 2014 versions of OAF1, OCF1 and OCF23 forms and the 2015 versions of the OAF2 and OAF4 forms.


Fraud Prevention Organization

Examples of organizations that have fraud detection and prevention mandates include Insurance Bureau of Canada and the Canadian National Insurance Crime Services (CANATICS).

Data Pooling

Pooling is the collection of information from multiple sources and holding it in a central place (“pool”) under strict privacy and security safeguards. Pooling allows analytics to be performed on the information for the purposes of detecting and preventing fraud.

For example, insurers can disclose information to a fraud prevention organization, which, in turn, pools the information with that of other insurers and provides tailored reports back to individual insurers on suspicious activity. Techniques such as data masking (a process of hiding original data), aggregation and anonymization can be used to prevent the sharing of personal information among insurers to ensure that they see only their information. The fraud prevention organization would ensure the pooled information as well as its use and disclosure complies with privacy law.

In another example, the information pooled could include, or be combined with, other sources such as fraud detection and prevention bulletins, tips, etc., as well as information from publicly available sources. The fraud prevention organization would ensure the pooled information as well as its use and disclosure complies with privacy law.

An example of a fraud prevention organization that pools information is the Canadian National Insurance Crime Services.
