Summary
The Insurance Bureau of Canada (IBC) is seeking a highly skilled, strategic, and motivated policy leader to join our team as Manager, Policy. This role offers a unique opportunity to lead and shape national policy solutions on some of Canada’s most complex and consequential challenges at the intersection of climate change, catastrophic risk, and economic resilience.
IBC is at the forefront of public-private policy development on climate adaptation, natural catastrophe risk, and sustainable finance. On behalf of Canada’s home, auto, and business insurers, we convene industry leaders, governments, regulators, and experts to develop practical, market-ready policy solutions that strengthen Canada’s resilience to a changing climate. Based in Toronto, the Manager, Policy will play a leadership role across high-priority files including climate risk mitigation and adaptation, flood risk, earthquake risk, and emerging issues. You will lead policy research and analysis, develop and advance sophisticated policy positions, and help guide national conversations on climate resilience and disaster risk reduction. This role requires the ability to navigate complex stakeholder environments, balance competing perspectives, and translate technical and economic analysis into clear, persuasive policy recommendations.
You will work closely with senior leaders across Canada’s P&C insurance industry to build consensus and align industry positions, while engaging regularly with federal and provincial governments, regulators, and external partners. Responsibilities include leading the development of submissions for public consultations, preparing senior-level briefing materials, policy notes, and reports, and representing IBC in meetings, working groups, and policy forums. The role also involves mentoring more junior team members and contributing to the strategic direction and execution of IBC’s climate resilience and catastrophic risk policy agenda.

Reporting to the Director, Catastrophic Risk and Emerging Risk Policy, the Manager will be embedded within the Climate and Natural Catastrophe Policy Team and will directly support the policy and advocacy priorities of the Vice President, Policy.
Key Responsibilities
Lead policy development and analysis on climate resilience, natural catastrophe risk, and adaptation-focused policy files.
Develop and advance clear, evidence-based policy positions that balance public policy objectives with insurance market realities.
Manage complex policy projects end-to-end, including research, stakeholder engagement, drafting, and delivery under tight timelines.
Draft and oversee high-quality briefing notes, consultation submissions, policy papers, and presentations for senior audiences.
Build and steward relationships with senior industry executives, government officials, regulators, and external experts.
Represent IBC in meetings, working groups, and external forums, exercising sound judgment and credibility on complex issues.
Support strategic planning and priority-setting across the climate resilience and catastrophe policy portfolio.
Mentor and guide junior policy staff, contributing to a collaborative and high-performance team culture.
Core Competencies
Advanced policy analysis skills with experience leading complex, multi-stakeholder policy files.
Exceptional writing ability, with a proven track record of translating technical, economic, and scientific analysis into clear policy advice.
Strong communicator, comfortable briefing and engaging senior executives, government officials, and regulators.
Deep knowledge of—or demonstrated expertise in—climate resilience, adaptation policy, and catastrophic risk, with the ability to engage credibly on technical issues.
Strong project management skills, including the ability to manage competing priorities and deliver high-quality outputs under pressure.
Highly developed interpersonal and relationship-building skills, with the ability to foster consensus among diverse stakeholders.
Sound professional judgment, discretion, and a strong sense of accountability.

Qualifications
Education
Advanced degree in public policy, political science, economics, environmental studies, climate science, or a related field.
Experience
Minimum 5–7 years of progressive experience in public policy, government, regulatory, or industry roles, with demonstrated responsibility for complex files.
Proven experience working on insurance, climate resilience, climate adaptation, disaster risk reduction, or related economic policy issues.
Demonstrated leadership skills, including experience guiding projects, influencing senior stakeholders, and mentoring others.
Strong record of engagement with senior public- and private-sector stakeholders at all levels of government.
Solid understanding of business and economic principles and their application to the P&C insurance sector.

Salary Range:
$94,280 - $144,280/year
