Today, the federal government announced it will commit resources in the upcoming budget towards measures that will strengthen Canada’s commercial trucking sector, tackle fraudulent activities and make our roads safer for everyone. Following the announcement, Liam McGuinty, Vice-President, Federal Affairs, Insurance Bureau of Canada (IBC), issued the following statement:
“IBC and its member companies welcome the federal government’s commitment to address concerns regarding the misclassification of commercial truck drivers in Canada. For years, insurers have raised concerns about fraud in the trucking industry. Misclassified and undertrained drivers endanger their own safety and that of others on the road. IBC’s 2024 report on the trucking sector showed that drivers who are inadequately trained are more likely to be involved in collisions. On Tuesday, October 28, 2025, IBC testified before the Standing Committee on Transport, Infrastructure and Communities on this specific file.
The companies and drivers that exploit the system make it worse for legitimate trucking businesses that follow the rules. They also contribute to cost pressures in the insurance system that impact everyone.
A safe and prosperous commercial trucking industry today is critical to the Canadian economy.
We look forward to continuing to work with governments, regulators, and critical stakeholders like the Canadian Trucking Alliance, to develop additional cross-jurisdictional solutions that help deter fraud, improve training, and protect all road users."
